Tod’Aérs Leads Consultancy Support to the African Development Bank Group on the African Ports Connectivity Project

Mr. Manuel Ntumba, Managing Partner and Executive Vice President for Global Operations at Tod’Aérs Global Network [TGN], is leading TGN’s consultancy support to the African Development Bank Group [AfDB] as Project Coordinator and Regional Data Lead for the African Ports Connectivity Project [APC-PP].


The African Ports Connectivity Project is a multilateral initiative focused on advancing digital transformation, data governance, and performance improvement across more than 60 major ports in Africa. The project aims to support better decision-making, strengthen port performance, and guide future infrastructure investment across the continent.


Implemented by the African Development Bank Group’s Infrastructure Department, in collaboration with CPCS and S&P Global, the APC-PP is funded by the Multilateral Cooperation Center for Development Finance / Special Fund [MCDF], a multilateral fund hosted by the Asian Infrastructure Investment Bank [AIIB].


Through this role, Mr. Ntumba reinforces TGN’s contribution to strategic infrastructure, digitalization, and data-driven development in Africa. His work reflects TGN’s broader mission to advise governments, public institutions, and private sector actors on development policy, technological innovation, digital transformation, and geostrategy through its Global Development Policy Initiative [GDPi].


In parallel, during a recent visit to the African Development Bank Group’s headquarters in Abidjan, Côte d’Ivoire, Mr. Ntumba met with Ms. Neima Ferreira, Chief Coordinator of the Lusophone Compact, to discuss TGN’s public-private partnership initiatives across Lusophone countries, including Portugal, Cabo Verde, Mozambique, and São Tomé e Príncipe.


The Lusophone Compact is an investment platform supporting private sector development across Portuguese-speaking African countries, including Cabo Verde, Guinea-Bissau, Mozambique, São Tomé e Príncipe, Angola, and Equatorial Guinea. Backed by the African Development Bank Group, and supported by the International Finance Corporation, the Government of Portugal, and the Government of Brazil, the initiative aligns with TGN’s commitment to strengthening investment, infrastructure, and cooperation across Africa.


Mr. Ntumba’s engagement with the AfDB, the APC-PP, and the Lusophone Compact highlights TGN’s growing role in connecting digital transformation, infrastructure investment, regional cooperation, and strategic public-private partnerships across the African continent.
