Tod’Aérs Board Member H.E. Pedro Lopes Speaks at Web Summit Qatar on Democracy, Governance and Technology

Tod’Aérs Board Member His Excellency Pedro Lopes participated in Web Summit Qatar in Doha, representing Cabo Verde on one of the world’s leading stages for technology, public policy, innovation, and the future of digital transformation.
During the event, H.E. Pedro Lopes spoke on the high-level panel “Democracies Under Pressure,” alongside Paul Morcos, Minister of Information of Lebanon, with moderation by Rishi Iyengar from Foreign Policy magazine. The discussion explored the pressures facing democratic systems and the role that technology can play in reshaping the relationship between citizens and the State.
In his intervention, H.E. Pedro Lopes emphasized that technology can and must transform the way citizens and public institutions interact. His remarks highlighted the importance of using digital tools to strengthen governance, improve public trust, expand access to services, and support more responsive and inclusive democratic systems.
Cabo Verde’s presence at Web Summit Qatar also reflected the country’s ambition to position itself as an emerging digital hub open to investment, innovation, and global talent. During the mission, H.E. Pedro Lopes presented Cabo Verde’s vision for the digital economy and highlighted concrete initiatives, including SONA, an artificial intelligence company with global ambition, and AfricanDev, a Cabo Verdean startup connecting African tech talent with the Brazilian market.
The engagement also included participation in AfriConnect Doha, a platform dedicated to connecting Africans and the African diaspora in technology and innovation. This reinforced Cabo Verde’s broader commitment to tech diplomacy, African innovation, and international cooperation.
