Tod’Aérs Board Member and Chairperson H.E. Prof. Igor Lukšić Completes Fellowship with Global Neighbours

Tod’Aérs Board Member and Chairperson of the Governing Board His Excellency Professor Igor Lukšić completed a fellowship with Global Neighbours, where he contributed to discussions on Europe, politics, sustainable development, multilateral cooperation, and the future of regional integration.
The fellowship, held from 12 January to 6 February 2026, provided a platform for high-level reflection on the changing global order and the need for new forms of dialogue and cooperation. During this engagement, H.E. Prof. Lukšić examined the future of the Sustainable Development Goals in the context of a weakened multilateral system, as well as current questions related to European integration and the position of the Western Balkan countries within this process.
Reflecting on the fellowship, H.E. Prof. Lukšić emphasized the importance of platforms such as Global Neighbours in encouraging innovative thinking and cooperation. He highlighted the need for out-of-the-box approaches to address complex global challenges, including initiatives such as the proposed “Tracks to the Future” train connecting Europe to China through Central Asia.
As former Prime Minister of Montenegro, former Minister of Finance, and former Minister of Foreign Affairs and European Integration, H.E. Prof. Lukšić brings extensive experience in governance, fiscal reform, diplomacy, sustainable development, and European integration. His public service career includes leading major institutional reforms, supporting Montenegro’s European integration process, and contributing to the country’s international positioning.
Since leaving government, H.E. Prof. Lukšić has continued to contribute to global policy dialogue through academic, advisory, and institutional roles. His work spans ESG strategies, sustainable finance, public sector transformation, peacebuilding, diplomacy, and international cooperation.
