Tod’Aérs welcomes a new CEO: H.E. Issa A. Boubacar, Former OIF Ambassador to African Union & UNECA

His Excellency Amb. Dr. Issa A. Boubacar has been appointed as the new Chief Executive Officer (CEO) and Chairman of the Governing Board of Tod’Aérs Global Network [TGN]. He has replaced Mr. Manuel Ntumba, who has led the network for the past 4 years (2020-2023), and who will now hold the position of Chief Risk Officer and Vice President for Risk Governance within the Governing Board.
In 2017, the Former Governor General of Canada Her Excellency Michaëlle Jean, while she was then serving as the 3rd Secretary-General of the Organisation Internationale de la Francophonie (OIF), she appointed Dr. Issa A. Boubacar as the Ambassador of OIF to African Union and to the United Nations Economic Commission for Africa (UNECA). The Organisation Internationale de la Francophonie (OIF) is an inter-governmental organization representing countries and regions where a significant proportion of the population are francophones (French speakers).

Prior to that, His Excellency Amb. Dr. Issa A. Boubacar held several consulting positions across international organizations and policy research centers including the World Bank Group, World Data Lab, and the Geneva Centre for Security Sector Governance (DCAF), formerly known as the "Geneva Centre for the Democratic Control of Armed Forces".

His Excellency Amb. Dr. Issa A. Boubacar has a Ph.D. (Doctorate) in Public Law specializing in Comparative Constitutional Law from the University of Bordeaux; and a Postgraduate Degree (DEA) in Political Sciences from the Institute of Political Studies of Bordeaux (IEP/Bordeaux) in France. He is also a Fellow at the Rockefeller Foundation Bellagio Center in Milan, Italy.
In his new role as CEO and Chairman of the Governing Board, His Excellency Amb. Dr. Issa A. Boubacar will lead the network in its mission to promote global development, technological innovation, and socio-economic progress worldwide. He will focus on strengthening the network's partnerships with governments, businesses, and civil society organizations to advance sustainable development goals.
