Tod’Aérs Board Member H.E. Prof. Igor Lukšić Speaks on Public Policy, Transparency and EU Integration in Montenegro

Tod’Aérs Board Member His Excellency Professor Igor Lukšić participated in the conference “Public Policy-Making Process: Participation, Transparency and Responsibility,” organized by the Center for Democratic Transition [CDT] in Montenegro.
The conference brought together policy experts, civil society representatives, and public affairs stakeholders to discuss the quality of public policy-making, institutional openness, transparency, accountability, and the challenges facing Montenegro’s European integration process.
During his intervention, H.E. Prof. Lukšić emphasized that European integration requires more than political statements. He underlined the importance of implementation, institutional maturity, rule of law culture, and genuine cooperation between government and opposition.
Reflecting on Montenegro’s EU accession process, H.E. Prof. Lukšić recalled the importance of political enthusiasm, administrative commitment, and broad institutional cooperation during the period when Montenegro opened accession negotiations with the European Union. He noted that inclusiveness and dialogue played an important role in advancing the process.
The discussion also addressed the risks created by political division. H.E. Prof. Lukšić warned that building walls between government and opposition makes integration more difficult, while stressing that democratic maturity requires responsibility, openness, and the ability to work across political differences in the national interest.
